I wouldn't say all the time, just most of the time. A police lieutenant I know told me personally about the typical scenario I mentioned and he said that was typical. In one case, he said that a suspect they were trying to apprehend escaped because the FBI agents weren't aware of the various escape routes and wouldn't listen to the local police officers.
I only know what I hear on radio and see on television. If they're not acting badly in fictional stories, they're briefing the media as if they're reciting lines from a blackboard. (That goes for the local ones, too, sometimes).

Yup. Do you see ANY explanation other than culpability in USSS erasing all their (normally recorded) radio traffic from Butler, or the stonewalling of the investigation by the FBI?
Congress contributed to the hubris and incompetence of the FBI by passing so many laws that are intrusive and unjust as well as laws that usurp local authority. For example, Congress has no jurisdiction over murder in the states except for a few exceptions, including mass shootings, but Congress has passed laws enabling the FBI to stick its nose into local investigations and cases.
So the federal agents really do behave like assholes all the time....

It’s a long time past to realize that “general police powers” are reserved, not delegated…
